When someone find such a person or activity we try to hunt him to find out where he lives. If it is in our country he is banned from his local network(small network admins are very helpful). We do this with informal support from our friends in police (they also have network administrators;)). Sometime this work also above borders in EU (yeah I know no borders in EU... in theory:)).
